The lift ring cleat combination when properly installed is for lifting the boat with an overhead crane or shore station. Threaded rod size is 5/8 and installation hole 316 stainless steel.

Attach to a threaded stainless steel rod that is solidly anchored to the keel. When not in use for lifting, they function as a cleat. Install to deck with two 10 screws.
