This is a vintage heavy duty mooring cleat. There are four 3/8 mounting holes on a to bolt pattern. The cross bar is 8 end.

The cleat has a 5 square base and stands tall. Also there is a hole in the rear of post for anchor line. It is made of chrome plated cast bronze but the platting pretty worn.
